Commercial Water and Sewer

Commercial water and sewage service inquiries can be sent via email to the District Manager, Brian Mills. All applications, application fees, blueprints, Harris County or other approval permits, and sales tax certificates are required prior to any service from MOC.

Commercial water and sewage service issues or billing inquiries should be made directly to MOC by calling their customer service line at 281-367-5511.

Residential Water and Sewer

Residential  water / sewage / billing / service inquiries cannot be addressed through our main office. You need to call MOC at 281-367-5511.

Water & Sewer Applications

ALL commercial properties being serviced by Harris County Water Control & Improvement District #110 (Water District) are REQUIRED to follow Water District Rate Order requirements for ANY & ALL changes made to existing commercial property whether a standalone building or multi-space strip center on a master meter.

 

Master meter strip center owners/managers/agents are responsible and required to ensure individual tenants in the development (strip center) meet all the below application requirements on the individual tenant spaces even when they will not require an individual water bill account. EVERY tenant space in a master meter strip center must meet the same application requirements and require the same individual approval.

If you are unable to locate blueprints for a property, use the PURPLE BUTTON labeled Harris County Engineer's Department to request blueprints. WCID110 does require blueprints for all applications but does not have copies of blueprints for all properties. If we do not have a copy on file, the new owner is responsible for obtaining the blueprints at their own expense.

Change to Existing Commercial Property Application

For any changes to existing development of a Commercial Customer or Multi-family Customer, including change in account name, or management companies, or ownership, the Commercial Customer or Multi-Family Customer shall complete and file with the Water District Manager (19023 Joanleigh, Spring, Texas 77388, Tele. 281-353-0998) this Application for Change to Existing Commercial Development or Multi- Family Development, along with the appropriate application fee. Application fees are payable to WCID110 and can be personal, business or cashier's checks only. Application fee is NOT a deposit. Once all documents have been submitted to the Water District Office, they will be sent to MOC (water operator) and MOC representatives will contact the customer and provide a commercial service application and required deposit amount for any and all accounts for service.

Change to Existing Office Building Application

For any changes in existing office buildings which (i) involve changes to the existing plumbing facilities, and/or (ii) include a new tenant whose is required by law to have a Texas Sales Tax and Use Certificate, the Office Building Customer shall complete and file with the Water District Manager (19023 Joanleigh, Spring, Texas 77388, Tele. 281-353-0998) the Application for Change to Existing Office Building set forth in Attachment 3(B) to this Rate Order, along with the appropriate application fee. Application fees are payable to WCID110 and can be personal, business or cashier's checks only. Application fee is NOT a deposit. Once all documents have been submitted to the Water District Office, they will be sent to MOC (water operator) and MOC representatives will contact the customer and provide a commercial service application and required deposit amount for any and all accounts for service.

New Development Application

Persons or entities inquiring as to availability of water and/or wastewater capacity or a Letter of Commitment for (1) property on which there are no vertical improvements, or (2) property on which there are existing vertical improvements and new vertical improvements are to be constructed shall be required to complete this Application for New Development. This Application for New Development is in addition to any application for service required by the District. This Application for New Development along with a non-refundable application fee made payable to Harris County Water Control and Improvement District No. 110 (the “District) in the amount of (1) $3,500.00 for property located in the District; and (2) $10,000.00 for property located outside the District shall be completed and submitted to the District’s Engineer, LEI, at 1080 W. Sam Houston Parkway North, Suite 200, Houston, Texas 77043. Upon receipt of the attached Application and application fee, the Engineer shall present your request to the Board of Directors of the District and obtain authorization for the District’s consultants to begin evaluation og your request. The application fee will be used to cover the expenses incurred by the District for the preliminary evaluation by the consultants as to whether the District’s facilities can accommodate your proposed project. The Board of Directors reserves the right to request additional application monies from you should the initial application fee not be sufficient to cover anticipated consultant costs during the review. If additional monies are not produced when requested, then all review work will be stopped and this application will become null and void upon ten (10) days written notice to the Applicant. PLEASE READ ENTIRE RATE ORDER RELATED TO APPLICATION FOR SERVICE FOR NEW DEVELOPMENT AS THERE IS MORE DETAILED INFORMATION ABOUT THE SPECIFICS AND PROCESS FOR NEW DEVELOPMENTS. Application fees are payable to WCID110 and can be personal, business or cashier's checks only. Application fee is NOT a deposit. Once all documents have been submitted to the Water District Office, they will be sent to MOC (water operator) and MOC representatives will contact the customer and provide a service application and required deposit amount for any and all accounts for service.

Construction/Demolition/Reconstruction/Remodel of Existing Residence

This Single Family Residence Application for Approval of New Construction, Demolition, Reconstruction or Remodel of a Residence is for approval from Harris County Water Control and Improvement District No. 110 (the “Water District”) for the new construction, demolition, reconstruction or remodel of a single family residence located within the boundaries of the Water District. To obtain approval from the Water District of the new construction, demolition, reconstruction, or remodel, Applicant must pay an application fee of $500.00, and file this completed Application with the Water District thirty (30) days prior to the commencement of the new construction, demolition, reconstruction, or remodel of a single-family residence. Application Requesting Consent to Encroachment

The attached Application along with a non-refundable application fee made payable to Harris County Water Control and Improvement District No. 110 (the “District) in the amount of $500 should be completed and submitted the District’s Engineer, LEI, at 1080 W. Sam Houston Parkway North, Suite 200, Houston, Texas 77043. You are advised to carefully read the information contained herein before submitting your Application. Upon receipt of the attached Application and application fee, the Engineer shall present your request to the Board of Directors of the District and obtain authorization for the District’s consultants to begin evaluation of your request. The application fee will be used to cover the expenses incurred by the District for the evaluation by the consultants of your request. The Board of Directors reserves the right to request additional application monies from you if the initial application fee is not sufficient to cover the consultant costs. If additional monies are not provided when requested, then all review work will be stopped and this Application will become null and void upon ten (10) days written notice to the Applicant.
